No, you do not have to put foundation on before applying eyeshadow or blush. But, if you don’t, it’s going to look “unbalanced”, if you know what I mean. You want to put blush on a clear skin so it looks better. For eyeshadow, you don’t have to put foundation on because usually, you don’t apply foundation on your eyelids. You can apply something called a primer before eyeshadow. Primers help the eyeshadow last longer and has a texture similar to foundation. You can also wear just concealer which will cover your red spots and make your skin look clearer before applying blush.
