A. If the training is required for their employment, yes. Federal law counts that as work time and subsequently is paid time. A good rule of thumb, if this is training that you may very well provide during normal paid hours of work but for whatever reason; scheduling conflicts, work load, etc., normal work hours won’t work…then it is paid work time.
