There a different levels of security for inmates. Criminals convicted of more serious crimes are housed in maximum security penitentiaries. Those convicted of lesser offense are in minimum security penitentiaries. The Bureau of Prisons and the states try to address the individual needs of the inmates as well. For example they may suggest that the inmate be housed in a facility that offers intensive drug treatment or mental health treatment and that the inmate work towards the completion of his GED. I think the maximum security penitentiaries don’t necessarily foster violent behavior rather they are just filled to the capacity will hard nosed violent criminals.
