Does a Department Head Signature Authority need to sign a form before a document can be processed?

If you have delegated Department Head Signature Authorization (DHSA) via security, signoff is not needed. If the Administrator processing the MMARS document to final phase is not an authorized signatory then the document must be approved by an Administrator with DHSA before processing the document in MMARS. The signoff can be made using the MMARS Document Records Management/Authorized Signature Form. The same policy methodology applies to Shared Service agencies, or agencies with ISA agreements. When an agency, with appropriate legislation or ISA agreements in place, processes transactions on behalf of another agency, the processing department must receive the DHSA approval to process the transaction to a ‘Final’ status from someone with DHSA in the agency they are processing for.
