Had the same problem with my 2001 punto – City Steering was on whilst parking and then steering locked and on came the warning light. Tow home and took it to Fiat as couldn’t get any other garages to diagnose the fault (wasn’t registering or something). Needed a whole new steering column approx £600. Apparantly it was something to do with one of my sensors but like many Fiat parts the part doesn’t come as a seperate and needs to be brought as a unit. Common fault I’m now told! Best of luck!
