You need to enter UK on Fiance visa to get married there. Details can be got from UKVISAS website (I printed below) Someone said COA (Certificate of Approval), it is not applicable to those who enter UK on 180 days tourist entry/visa. COA can be applied by the people who are already living in UK for 185 days or more (people on student/work visas mainly). (There are cases it was even issued to over stayers, but then they were traced & deported before they got married). So in your case, you can only get married in UK, if you get a fiance visa. But in my opinion, if ur Fiance is UK citizen then better inviting them to USA & getting married there in USA & then apply for marriage visa for UK. Once u marry in UK on Fiance visa, then u can apply for adjustment of status in UK (without leaving) and u will be given two or five years spouse visa (depends upon HomeOffice for the duration of spouse visa granted).
