Does An Area Of Redness Mean A Positive Tb Skin Test?

I had a Tb skin test done and was told that it was negative. I have been doing research and the pictures i am seeing look like my arm looked at the injection site. I had redness 19mm in diameter but not necessarily and swelling or hardening of tissue. I just need to know if redness without the hardening or swelling means a positive Tb test.
