You should be able to use Water in Place of Milk with no change to the recipe you have. Bread makes always ask for Powdered Milk so that the water you add mixes with it. But you can skip the Milk powder completely. An alternative might be to use a little bit of Apple Butter as that would give you the consistency of the milk and maybe even offset some of the sugar required.
