Sorry, but you’re not going to find anything even remotely similar to FLASH for FREE. It is a very complex program with lots of capabilities and that sort of thing just doesn’t come for free. Your best bet would be a much cheaper version of FLASH that is called SWISH. There is a very capable mini version that is only $69.99 or you can go for the full blown Pro version for $149.99. Either way it is MUCH cheaper than FLASH and I think it’s a bit easier to use. It also depends on exactly WHAT kind of animation you’re trying to create and what file type you want as your end file. There are some nice GIF animation programs that provide for simple animation techniques or results. You can also take AVI videos and use them to create GIF animations, which means if you can get it on video you can get it on the web (GIF format). There isn’t any legal resources for what you seek, at least not at the FREE price.
