My 17 month old sons favorite snacks are bluberries, cheese, cherrios, crackers, strawberries and broccolii with cheese on top. When he is bored of these, I dilute some food coloring and let him paint a tortilla or peice of bread cut with a cookie cutter. Edible art! He loves brightly colored finger foods and it is sugar free. Spaggetii is always fun, you can use food coloring to make it more interesting or add brightly colored veggies to it. Use cookie cutters to cut fun shapes in pretty much anything. Peanut butter goes well will any kind of fruit. Hide healthy snacks in easter egg containers and hide them around the dinning room.

my sister has a 2 year old, and a 1 year old, and the favorite snack on the go seem to be finger food such as raw carrots sticks, chopped up cheese, blueberries in a bowl that they can help themselves too, and other chopped up fruits and veg. Small enough for their little fingers, but low in sugar so good for them at the same time! For a real treat, natural confectionery jellies are lower in sugar and all natural flavorings and colours. But these are given to my niece on a rare occasion!
