There are two points in your question. One is how to use it. before you use, you have to activate them. The first way is to go to control panel and activate from there.. the another way may be that you have to find out if you have any software that you need to re install to activate them. The other point is that, it depends how many mega pixels your camera is. I am sure that you no need to start voice chat to take photos. But for this also you must have a software in laptop where you can have the applications to capture photo or capture video etc.. Please check. Or you can call to Sony support any way! Best of luck.

The camera should turn on when one boot up the computer. To check if it turned on or not. goto the Device manager and try to find the imaging device and see if you can find the camera being activated.
