Does Australia and UK have an agreement where I can get dual citizenship?

No. Your parent in question would be able to get British citizenship via descent but they wouldn’t be able to pass it to you as it only can be passed down once via descent (although if you were born in the UK you could receive it). Because of your situation and the fact that Australia is part of the Commonwealth you’d be entitled to an Ancestry Visa. That will get you five years in the UK. You’ll have to do your time then apply. I believe you now need 6 years in the UK for British citizenship but you can extend your Ancestry Visa. Either way you’d still be able to apply for Indefinate Leave to Remain. Right of Abode mainly is for people who qualify for citizenship (as they have a parent born in the UK) but don’t want citizenship (possibly because of conflict or they already have dual). It’s cheaper to get citizenship than Right of Abode (the passport is $325 AUD compared to $510 AUD).
