Animals may not leave the owner’s property unless properly leashed and accompanied by a responsible person. Animals chained, tethered or fenced outside must have a weatherproof shelter. Since it is impossible to determine how well trained any individual dog is, Camden County requires all dogs be leashed and under the care & control of a competent person.
