No. The wind fields from the forecast model output is staggered. Some of the plotting utilities don’t take this into consideration. An example on how to destagger the wind fields can be found in the utility program “diagnostic”. In “diag.f” subroutines “utom” and “vtom” were used to destagger the u and v wind components.
