Yes it can if poor quality concrete is made. But the primary reason is not a breakdown of the pigment from Sunlight or UV rays. The Pigment particles themselves are not changing or fading. Fading colored concrete is primarily due to the pigment particles being removed from the incomplete cement hydrate. The pigment is not completely bound into the system, thus they can be removed. Leaving behind more exposed aggregate which are normally lighter in color. A faded appearance is the res ASTM C-979 is an out of date document written by the Iron Oxide Community back in 1982. This document confirms that only Iron Oxide Pigments are fully approved for Concrete. This is wrong and very misleading.
