Does ERCOT require the Reactive Capability curve starting at 0 MW, including the inflection points, or what can really be provided, i.e., curve starting at the Low Reasonability Limit (LRL)?

The expectation is that the resource will not operate outside the capability curve (e.g. curve extends from the Low Reasonablity Limit (LRL) —–> High Reasonability Limit (HRL). If necessary, ERCOT’s Energy Management System (EMS) will extend the curve to LRL——>HRL.
