Any pure water, including heavy water, doesn’t contain ions so is a good insulator i.e. doesn’t conduct electricity. However, because water is such a good solvent it almost always has something dissolved in it. That is why water conduct electricity. The fact the heavy water is radioactive will not change this fact as the emitted radiation isn’t what makes something conduct.
