Quite apart from the status of the Constitution and I understand your commentary concerning the uncertainties surrounding it, I am very uneasy with a position where any law would be deemed to apply retrospectively, especially where that conclusion is unilaterally drawn by those who implement the law. If the lawmakers had stated categorically that these provisions would apply retrospectively, then we would understand from the outset that they would have a retrospective application. The positions of the various governors that are affected were resolved before the Constitution amendment came into effect. INEC has very competent and capable lawyers and I have every confidence that they are on top of this argument. It behoves them now to educate us. Tell Nigerians in simple terms why you have come to these conclusions and why our apprehension is unnecessary.
