Does Kyoto protocol in any way (directly or indirectly) recommends use of nuclear energy?

Kyoto protocol urges to reduce the combustion of fossile carbon fuel. Some countries argue that an increasing reliance on nuclear power will reach that aim while still having no idea what to do with their radioactive waste. On the whole, I am somewhat dubious whether nuclear power really saves on emission of fossile carbon/carbon dioxide. Lots of concrete and steel is required for both protecting the reactor and the waste fuel, either with high CO2 emission in production. Irradiated material needs to be exchanged and stored for geological periods. Lots of future building effort is going to be put into creating secure storage for the waste, as well as transport etc. Another issue with nuclear power is waste heat that directly contributes to local if not global warming. Last year’s warm summer saw several nuclear plants in France go out of service because the rivers which provided coolant water couldn’t take up any more warmed water without killing all the life within.
