Yes and no, i reduce the percent of alcohol each ounce of the wine holds but the bottle of win still has the same amount of alcohol. Lets do this with something a little more common, say Orange juice. If you have 10 ounces of Orange juice an pour that into a cup that cup holds 10 ounces of Orange juice. However if you take the same 10 ounces of Orange juice add 10 ounces of water you will then have 20 ounces of liquid that is a watered down orange juice. you still have 10 ounces of Orange juice but a 10 ounce class will now only hold 5 ounces of orange juice while the outer 5 ounces of orange juice are still in the container to which you added the water. So after all that if you add water to a glass that has alcohol in it that glass has the same amount of alcohol, just less per ounce.

You still have the same amount of Alcohol in the bottle, but you have diluted it with water, thus by volume the percentage of alcohol in each glass that you pour is weakened

Yes, it dilutes it so that it has less percentage of alcohol and more water content, but the taste will change aswell
