Does neutral water affect the pH of soil: no, if it is neutral it won’t affect the general pH of the soil. The only way it can do so is if there is a vast amount of neutral water so that it actally dissolves away a component of the soil affecting it’s pH, making it less acidic or less alkaline. or the other way around? any soluble material in the soil that dissolves in the water will affect the pH of the water eg neutral water falls on soil but the water that drains off afterwards may have a changed pH due to a soil ingredient eg lime.
