Does “occupational medicine specialist” (28 TAC §10.22) mean board-certified in occupational medicine or another specialty with demonstrated expertise in occupational medicine?

As defined by 28 TAC §10.2 (a)(20) an occupational medicine specialist is a doctor who has received a board certification in occupational medicine from the American Board of Preventive Medicine or who has completed all the requirements of the American Board of Preventive Medicine in order to take the board examination.
