Does playing by the rules benefit immigrants?
With his characteristic stubbornness, President Bush refused to abandon his attempt to convince legislators and the public of his approach to immigration. He does not want to change his tune, although it is unpopular now among Republicans, about the “guest worker program” for illegal immigrants, even after the publication of a Harris poll showed the President’s approval rating at a record low of 29 percent.
