Project Server works by using a project manager who will need to use project professional and the other users on the project will require project web access (PWA). Project Web Access requires a database to store its information so it’s mandatory to use SQL Server. You can either use SQL 2005 Express Edition (which is free) or use any other editions of SQL 2005. The SharePOint solution offers advanced functionality but this then will require additional server and client licences for the SharePoint. So they don’t need to have sharepoint but the PWA integrates with this.
