Does TDLR prohibit facialists from providing certain services?
A facialist license only authorizes a specific scope of practice, as stated in the cosmetology law and rules. Specifically, under Occupations Code, Sections 1602.002(a)(7) and 1602.257, a person who holds a facialist specialty license is authorized to provide services that beautify a person’s face, neck, or arms through the use of a cosmetic preparation, antiseptic, tonic, lotion, powder, oil, clay, cream, or appliance. Also, under 16 T.A.C. 83.10(8), a facialist is authorized to practice the application of facial cosmetics, manipulations, eye tabbing, arches, lash and brow tints, and the temporary removal of hair by the use of depilatory, mechanical tweezers, or wax.
