No, it’s approximately our 21st release. We release a new version of PostgreSQL every year, which is unique among SQL databases. Because of the long history of our project the first two decimals are major releases. Thus 7.4, 8.0 and 8.3 were all major releases. Minor releases have numbers like 8.4.4. This is similar to how Linux, Apache, and MySQL number their versions.
