Parents on certificates, like all parents in the child care market, may find certain programs charge more than they have to spend on child care. Regulations, however, do not prohibit a parent from choosing a more expensive program and paying the additional cost. The state's market rate ensures access to 75% of all licensed centers. 11. Do all licensed centers accept child care certificates? No. The state makes participation in the certificate program available to all licensed centers. Some decline to participate. 12.
