Nope, that is why there is such controversy over the BMI chart. Sometimes people who are completely in shape, just really muscular are considered overweight because it doesn’t take into consideration the muscle mass. There are other ways to find out of you are clinically overweight, by taking into account muscle, but it is expensive and very in depth.
