Does the RMS error for the statecollege1963.tif have any diagnostic value?
I say, Yes. The RMS error reflects the accuracy of the coordinates. Although the image has not been orthorectified, the RMS error should still be valuable. The problem is the vector dataset used as the control base. I would have preferred to georeference the image with a controlled raster image. That way, I could see and compare the ground control points that I was choosing. It is difficult to visualize the same point from a 44 year old raster image and a more up-to-date vector dataset. Still, I believe that this is an acceptable error. The RMS was higher than the DRG, however the image was not orthorectified and there was a human factor of choosing the ground control points. Not to mention the age of the photo.
