No. The Environmental Protection Agency (EPA) has designated all of Hennepin, Ramsey, Anoka and portions of Carver, Scott, Dakota, Washington and Wright counties as a maintenance area for carbon monoxide, as well as the city of Duluth and the city of St. Cloud. A maintenance area is any geographic region that the EPA has previously designated as nonattainment pursuant to the Clean Air Act Amendments, and which EPA subsequently redesignated to attainment status subject to the requirement to develop a maintenance plan.
