Does the use of consultants deplete already scarce teaching resources at secondary level?
This is an issue to which we have given careful consideration; hence our use of different support models in the pilot programme. The Standards Fund allocation for 2002 03 includes funding for the employment of consultancy support to deliver phase two of the Strategy. We have advised LEAs, in determining how these consultants posts are filled, to consider the most effective mechanism for training and support for each strand. Our ICT and Foundation Subject programmes will also be looking at different models when they are implemented nationally from September. Nevertheless, our experience at primary level has shown that many consultants return to teaching after two or three years with greater subject knowledge and teaching skills. This has made a valuable contribution to raising standards in schools.
