While Drew is correct that customs officials of a country are responisble for collecting duties owed and controlling the flow of goods in AND OUT of a country, in the case of the US-Canada border, the responsibilities are divided between the two countries so that Canada Border Services Agency verifies packages entering Canada, and US Border Protection verifies the packages that are entering USA. The only time that I’ve heard of USA checking the packages leaving their own country is when Canada’s CBSA checked the package first and found something (like illegal contraband) being shipped into Canada, and they forwarded the package and all pertinent details to the US authorities for further inspection and investigation. I have made several purchases from US companies and websites over the years, and it has always been Canada Border Services Agency that inspected the package.
