Does water temperature affect the efficiency of chlorine disinfection?

Since the molecules of the water move faster as temperature is increased, if the chlorine is just dumped in, it will spread faster in hot water than cold water.  If the water is stirred, or mixed in some way, the chlorine will work much faster.

In other words, the chlorine must come in contact with the ‘infection’ in order to dis-infect.  Anything that will speed up the mixing, will increase the efficiency.
