The Municipal Government Act has been changed. The revision that was made to the act in 1994, said the “The City can amend or repeal a bylaw that was the subject of a vote of the electorate, if the vote occurred over ten years ago.” The last plebiscite was 12 years ago in the fall of 1989. So Council can change the bylaw without it being voted on by customers. However, The City regularly seeks public feedback on this subject and the public has the opportunity to provide input to City Council at any time.
