A. Certain high cost drugs, devices and procedures are excluded from the scope of the national tariff. The rationale is that because they are expensive and specialist, it would be unfair to include them in a national average price as it creates a disincentive to carry out specialist activity. A full list of exclusions is available in Annex A of ‘Implementing Payment by Results: Technical guidance 2006/07: Executive Summary’, and category mapping is available in the attached file.
