For the purposes of using Delusions, what is considered countering a card?
A15.16 Countering a card is done at the time the card being countered is first played. Countering will prevent that card from actually reaching play. This is different than removing a card from play. The only cards currently that can counter other cards are Carl, Watcher: Counter, Forethought, Rachel Ellenstein, Watcher: Involvement, Lt. John Stenn, and Thunder Castle rip cards. Police: Counter Event is a `weak’ counter and would not work with Delusions.
