Because at the time when it was written it was Science Fiction, rather than just fantasy. Galvani had made frog legs twitch with electricity and the generally accepted hypothesis was that life was somehow electrical in nature. So the story was largely built upon the accepted science of its time and extrapolated from that into fiction.
