If you’re brand new to web design, I’d start with the basics of HTML & CSS.

HTML stands for HyperText Markup Language and refers to the base structure (markup) of a website.

CSS, short for Cascading Style Sheets, is used to apply style to a web page. 

You can find an excellent reference and tutorial at w3schools.com, or if you prefer to learn from video, I’m sure there are dozens of training videos on Youtube about HTML & CSS.

Once you feel confident with your knowledge in these, you should begin to learn JavaScript. JavaScript is used to apply dynamic changes to a webpage, such as slide down menus.

The languages mentioned will allow you to design a (mostly) static website. In order to design a site that can easily change and provide dynamic information, you will want to look into server side languages / frameworks such as Node.js (an engine that allows you to develop using JavaScript), PHP  (a programming language used by several frameworks – including WordPress), ASP.NET (a framework developed by Microsoft), and I’m sure there are several more. Search Google for “Server Side Scripting”.
