If it’s not humming it’s a power issue. Try the fuses/breakers first (don’t forget to look at the disposal and see if there is a separate in-line fuse). If that’s not it, there is a small, inset reset button on some, it’s usually red – push it, that might reset the device. If the disposal is humming, you’ve still got power. Most of them have a slotted “kick-start” on the bottom that will accept a flat head screwdriver. While turned on, insert the screwdriver head into the slot on the bottom of the disposal and give it a couple of good twists to see if you can dislodge the problem and get it started. If not, you’ve burned it up. In the future, know that Drano is a highly toxic and dangerous product. IMHO there are other products that will do the same job with less exposure to danger. Talk to the fellows at your local DIY (UK) or Home Depot (in the US).
