Negotiated rulemaking sessions concluded in early 2010 concerning the new regulations for foreign schools that participate in the Federal student loan program, including foreign medical schools. The negotiators reached consensus concerning the language and the Department published a Notice of Proposed Rulemaking in the Federal Register soliciting public comments on the language on July 20, 2010. The final regulations will be published in the fall of 2010 and they will become effective on July 1, 2011.
