The PI guidance for HHA/015 should not reference table 10 of WHO12 as the data source because Table 10 specifically deals with full duty cases (section 193) whereas HHA/015 includes any household ‘whose homelessness applications are under consideration’ and those ‘that are found to be intentionally homeless and are temporarily accommodated under section 190(2) of the Housing Act 1996’. Therefore, for HHA/015, an authority could have an interim duty to accommodate while investigating, so a household could be placed in temporary accommodation but the outcome of the investigation could be that they are ‘determined to be not homeless’.
