There are two levels of CRB check. One is the Standard Disclosure that just looks at convictions and cautions, and these are easily obtainable on any police computer. The other is Enhanced Disclosure that looks at anything that may be of interest, and includes complaints, unsubstantiated rumours, hearsay, gossip, and in fact any dirt that made it to a police notebook. These are kept in local police constabularies, and searching these requires a sweep of all of them. An Enhanced Disclosure requires more work than the fee covers, the balance is made up by the taxpayer (probably from your Council Tax, since this keeps Income Tax down for the rich). What this means is that Habeas Corpus has been suspended and those with no substantiated offence to their name can be barred from certain employment or voluntary activity for life. It also discloses to anyone qualified to ask certain embarassing details which although led to nothing criminal occurring might be read the wrong way by the maliciou
