The Code of Federal Regulations, Title 49, Uniform System of Accounts, Part 1201 Instruction 1-1(b)(1), states that upward and downward reclassification will be effected as of January 1st in the year immediately following the third consecutive year of revenue qualification. Since we have calendar reporting at the STB, a carrier is reclassified in the January following the date on which we determine that it has satisfied the higher classification revenue requirements for three consecutive years.
