He can’t, or shouldnt! It is obviously difficult to ‘draw a line’ in these situations, but once this line is crossed, the referee in charge of the game has control and has the power to stop it and award the game, but not before trying to get the captains to control and defuse the situation. If this does not work, then abandon the match and send full details to the committee. If you are the away team, make out your own score sheet, with supporting information. Hopefully, this will not be necessary to get to this stage.
