Vertical blinds can be shortened in length very easily. Just cut the bottom and re-seam, with the weight enclosed. As for the horizontal direction, the length of the top bar cannot be shortened. OR This question has two parts. First, the slats/louvers – If the slats are PVC then you can cut them by using a chop saw with a plywood type blade (lots of teeth). Make sure you cut slowly so you don’t chip the slats. If the slats are free-hang fabric the you will need a seam ripper to cut out the existing seam at bottom, find the new height, fold it over, sew a new seam and then cut off the excess. If they are PVC backed fabric verticals then you will need to remove the fabric inserts, cut the PVC slats like noted above and then reinsert the fabric and trim off the excess. Second part – To cut the headrail you will need to disassemble it first and cut the same amount off the tilt rod as you cut off the aluminum channel.
