The Department of Health and Human Services (DHHS) is responsible for designating hospitals in a health professional shortage area. These areas are mostly understaffed hospitals serving mostly poor patients in inner-cites and in some rural areas. To date 14 hospitals have been identified as meeting the criteria for the program.
