You need to keep him on your team, with the Soothe Bell on him – each step you take with a Pokemon in your team raises their happiness ever so slightly, so the more you carry them around, the happier they’ll get. If You’re playing on GH and SS take him to the brothers in Goldenrod City every day (regardless of whose giving haircuts) and to Blue’s sister in Pallet Town On D/P and Pl take him to the girl in Veilstone city every day, and if you have access to it – the Ribbon Place in the Resort Area of the Frontier – the massages you get there have huge bonuses to Happiness and it won’t take more than a week to evolve. But I understand you wanting to get him evolved in time to learn Confusion at Level 16.
