Sure you can get work experience. When you are 16, before your summer break call up your local air traffic control facility and ask about internships. You won’t work traffic obviously. Mostly you’ll do office errands and maybe help out on flight data, but you’ll also have the ability to plug in and monitor a controller and in a larger facility if you’re lucky, get to play with the sims a little bit. What you need is a CTI degree or experience in the military as a controller. Just google CTI schools and they’ll come up. Where you go doesn’t matter in the eyes of the FAA.
