You can use the Non-Volatile RamDisk (NVRD) driver to reserve a fraction of DRAM that can be used to mount a filesystem and that is preserved across reboots. See the NVRD driver and NVRD usage page. Remember, even in PocketPC it is only persistent as long as the iPAQ has power.
