How can I stop secondary users from gaining access to the Settings menu?

If you are logged in as administrator you may go to Settings > Users. Click on the user you want to edit. Change their status to User and then tick the boxes on the things they are not allowed to access. Everyone can access the Help page in the Settings menu at all times.
